Low-power video card for server

I am in need of a video card for a Linux server. My main concern is heat and power consumption... since it doesn't need to do anything other than display a desktop, I don't need a power house.

Unfortunately the "cheap" cards from nVidia and ATI still produce way too much heat. I bought a cheap nvidia 8400 GS because it had a passive heatsink, so it shouldn't produce much heat. WRONG! It is way too hot to the touch, even with a case fan blowing right on it.

Can anyone recommend a cheap video card with a passive heatsink that doesn't use much power?
